The Royal Canadian Mint calls these "Specimen Sets," and the Charlton Standard Guide to Canadian Coins refers
to the finish as "brilliant relief on a parallel lined background."  Personally, though, I think the 'specimen' finish
on these coins renders something like a a sort of 'reverse proof' look.
Take a look at the pictures and you be the judge!  In any case, these sets are really very nice and
are a more affordable way to collect Canada's regular-issue coins than the more prestigious "proof sets."
